Job Title: Consultant
FLSA Status: Exempt


SUMMARY
Provide complex management and information technology consulting services to clients by performing the following duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Assist with business and/or technical analysis of requirements to implement Medicaid Provider Incentive Programs and assess health information exchange and health information technology capabilities.

SKILLS:
Medicaid, MMIS, and MITA; EHRs and HIE; health or human services industry consulting; IT or health system project management; strategic, operational, and implementation planning; health IT standards and interoperability; IT security; enterprise and systems architecture; SOA and web services; databases, data warehousing, and business intelligence; service bus and rules engine technologies; health IT development and operations; IV&V and testing

SUPERVISORY RESPONSIBILITIES
This position may be asked to provide supervisory responsibilities when acting in a Project Manager capacity.

EDUCATION and/or EXPERIENCE
Bachelor’s Degree required; Masters preferred
Must have prior state or federal government or insurance health program operations experience; Medicaid and/or CHIP program experience preferred
Minimum of 5 years experience with business, technical, and policy issues related to health information technology and health information exchange

Knowledge of and experience working with HIT standards such as WEDI X12N, HL7, LOINC, and HITSP
PMP Certification (Lead positions) preferred

LANGUAGE ABILITY
Ability to read, analyzes, and interprets common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write
speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL ABILITY
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY
Ability to define problems collects data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

COMPUTER SKILLS
Must be proficient in word processing, spreadsheet, e-mail, database, contact management, internet, and project management software, as well as Visio.

OTHER QUALIFICATIONS
Must have familiarity with project management tools and methodologies. Must have excellent communication, problem-solving, and customer service skills.
